His Excellency the Prime Minister of Portugal, Dr. Pedro Passos Coelho, received, on March 3rd 2015, in Lisbon, the Prime Minister of Turkey, Prof. Ahmet Davutoğlu, on the occasion of the 1st Intergovernmental Summit meeting between Portugal and Turkey. That was the fourth time in six years that Portugal receives the honorable visit of the Prime-Minister of Turkey, Prof. Ahmet Davutoğlu.
The Turkish delegation to the 1st Intergovernmental Summit Portugal-Turkey, lead by the Prime Minister, was also composed by Vice-Prime Minister responsible for the economic area, Ali Babacan, the Minister of Foreign Affairs, Mevlüt Çavuşoğlu, the Minister for European Affairs, Volkan Bozkır, the Minister of National Education, Nabi Avcı, the Minister of Finances, Mehmet Şimşek, the Minister of National Defense, Ismet Yılmaz, as well as Senior Officials from the Ministry of Foreign Affairs and from the Prime Minister´s Cabinet.
On that occasion, H.E. the Prime Minister of Portugal, Dr. Pedro Passos Coelho, revealed Portugal´s great expectations, as an unconditional supporter of Turkey, about the positive results of Turkey´s EU accession process. He also underlined the huge and notable humanitarian effort that Turkey has been developing in the exemplar reception of a very significant number of refugees from Syria and Irak.
Stating his appreciation for Portugal´s support and solidarity with Turkey and its people, Prof. Ahmet Davutoğlu noted that «Portugal has become Turkey´s speaker in Brussels and it seems to be the country that better understands Turkey».
In terms of the several official initiatives held on the framework of the Intergovernmental Summit, it would be important to mention the following:
- H.E. the Vice-Prime Minister of Portugal, Dr. Paulo Portas, offered a working luncheon in honor of his Turkish counterpart, occasion that also counted with the impressive participation of businessmen of both countries. In that context, Dr. Paulo Portas noted the expressive increase of the bilateral trade, which doubled in the last five years, as well as the valid contribution of the Joint Economic and Trade Commission /JETCO which has been framing and helping the promotion of mutual investments. Following the luncheon, a vivid B2B session between Portuguese and Turkish companies took place.
- H.E. the Minister of Foreign Affairs of Portugal, Dr. Rui Machete, held a bilateral meeting with his Turkish counterpart, occasion when they discussed bilateral and international issues.
- Similarly, H.E.s the Ministers of National Defense, Finances, Education and European Affairs of Portugal held bilateral meetings with their Turkish counterparts to discuss ways of deepening and fostering the already strong bilateral relations.
To close the 1st Intergovernmantal Summit Portugal-Turkey, a Joint Declaration between Governments was adopted and the following legal instruments were signed: an Agreement of Mutual Protection of Classified Information; a Memorandum of Unerstanding in the field of Education; a Memorandum of Understanding between the International Trade Agencies of both countries (AICEP and DEIK) and a Protocol between the Economic and Food Safety Authority of Portugal (ASAE) and the General Directorate of Food and Control of Turkey (GDFC).
Before the beginning of the Summit, the Prime Minister of Turkey, Prof. Ahmet Davutoğlu, was received, as courtesy hearing, by His Excellency the President of the Portuguese Republic, Dr. Aníbal Cavaco Silva.
